The administration options don't work

Hello:

I installed SEOTOASTER and seems all works correctly, but when I try to edit any property of any screen, seems unresponsive controls, ie, from the administration does not allow me to edit the contents.

You don't have enough permissions to the file  
system/js/external/jquery/plugins/cookie/jquery.cookie.js
